Elmo's mistake was calling Social Security a Ponzi scheme (i.e., a fraud). When you say the entire program is fraud, it gives away the game.

The whole point of hiding behind the "waste, fraud, and abuse" language is to try and obscure that he wants to cut benefits--you're not supposed to explicitly say the benefits are fraud! He screwed it up.
