    France, Italy, Spain, Belgium, and the Netherlands come to mind. China, Taiwan, Thailand, Cambodia, etc. All of them have a gendarmerie and it’s pretty common to see them when you’re out and about in cities. Tourists love taking snaps with them.

    That’s the way it was until 1973, when the federal government decided DC should have limited self-governance because Congress wanted to focus on federal legislation. Personally, I think the Home Rule Act should be repealed.

    Unlike State National Guard units, the DC National Guard reports directly to the President. They are considered a federal militia and the Posse Comitatus Act does not apply to them.
