    You should check the meaning of the acronym OPM. "The department will continue to engage OPM observers where there is a relevant court order and will continue to conduct our own monitoring around the country, without relying on the Section 4(b) formula.

    IMO, the Civil Rights Division of DoJ has the right and the responsibility to have election monitors in place in polling and counting locations and I don't think states can successfully deny them access if they want it.
