    You guys started land reclamation and flood prevention about 1000ish years ago. You've got a major head start. New Orleans has flood prevention systems in place, it's just a horrible place to build a city. It's under sea level and has a neighboring lake to boot.

    There is some definite shady stuff going on with coastal house builds. A family member of mine was a local inspector for an unnamed coastal city. He was a "by the book" kind of guy. He was run out of town, by bad contractors vandalizing his property and other people.
