    Why is this so hard ro comprehend? Many sport-specific governing bodies refers to non-public school - that is PRIVATE - sport governing bodies: you know AAU, MLB, NBA, US Weightlifting, WNBA etc.

    When someone tells you what they're going to do it you should take them at their word. There is no point in doing the things outlined in section 4 if you have no intention to do anything.

    The government has no business even talking about it. The entirety of section 4 is beyond what the government should concern itself with. "Private sports organizations" are just that private. The government has no interest in how they run their competitions.
