    In some states yes, in others no, each state has its own laws (Stop and Identify Statutes and Vagrancy Laws), yet you are required to identify yourself if detained by an officer, or he can hold you (up to 72 hours) until he is satisfied/identified who you are via other means, i.e. fingerprints, etc.

    The directive was from 2013, it was merely last published in 2017 on the site. Again, in the reading of it, the CBP are now allowed to use the broader terms of it verse being limited by the Obama Administration, which is why they stated they are no longer handcuffed when enforcing the laws.
