I would imagine quite a lot of people would refuse and they'd face stiff fines - fines that'd go a long way to paying for the police/ATF operation to search and seize guns.
Guns would also become more and more useless as the supply of ammunition is turned off.

There's a very low survival rate, like maybe 10%, of suicide attempts by firearm. Overall, 90% of suicide attempts are survived.
