Not officially, but when the government agency only has say $100 million left in the bank for the year, it will stop funding certain procedures.

The bulk of the spending mandated by this bill isn't coming directly out of a particular government agency's pocket, but out of the pockets of the public. Also, I have a hard time believing that if (say) Medicaid starts running out of money in August, Congress will just let poor people go without health care until the end of the year.

And of course the Golden Gate bridge, the Hoover Dam are all worthless pieces of crap and should be destroyed so private industry can create a toll bridge and a dam that will have created wealth rather then the money pits the Hoover Dam and GG bridge currently are

Would that make it good because it put people to work? Also, how did they get that money? Ah yes, by taking it from people who earned it.

Even then, let's use historical perspecitve to look at an authoritarian project like the Hoover Dam.

You bet it was cheap, and ahead of schedule. Work them 7 days a week, 2 holidays (Christmas and the 4th), and with little regard for safety, and no regard for impact on the regional waterways/ecosystem...
