Yes, the US spies on other countries, what's the big deal?

Is this really so surprising? I doubt the Brazilians are so naive to think that no one spies on them. There is also a difference between spying with malicious intent and spying to gain knowledge for political advantages.

Is this really so surprising? I doubt the Brazilians are so naive to think that no one spies on them. There is also a difference between spying with malicious intent and spying to gain knowledge for political advantages.

And some couples can comfortably indulge cheating, but not when it happens blatantly. That turns it from a tolerable indiscretion to a personal challenge over who holds power in the marriage.

Same with spying. If you are doing something behind someone's back, then that implies a measure of respect that makes it acceptable; the fact you would hide your activities implies fear of what might happen if your actions became known, which passes as a form of respect. If the actions become known, then the victim has to protest or everyone will know they are weak willed and that you can walk all over them.
