Sure he can. On November 1, unless he has a valid reason to be able to buy now.

A time outside the yearly Open Enrollment Period when you can sign up for health insurance. You qualify for a Special Enrollment Period if you’ve had certain life events, including losing health coverage, moving, getting married, having a baby, or adopting a child.

Depending on your Special Enrollment Period type, you may have 60 days before or 60 days following the event to enroll in a plan. If you miss your Special Enrollment Period window, you may have to wait until the next Open Enrollment Period to apply.

There's only one way to fix America's health care problems and that's to follow the rest of the world with government run, single payer health care insurance. The big insurance companies will never give up their huge profits and thus the reason why Trump can never have a plan to fix the mess.

And fwiw, even Biden won't be able to fix it because him and his party are bought off already too.

Maybe in another 4 years the people will get another opportunity to dump the establishment American way and elect a Bernie clone?

Trump helpfully reminds the voters this morning he's going to court the week after the election to ask the Supreme Court to eliminate the entire Affordable Care Act. Things like pre-existing condition protections, tax credits to help people afford premiums, Medicaid expansion, Medicare reforms, funds for training health care providers and investing in public health, all gone.

Is he right that winding the clock back a decade plus would be a "big win" for the U.S.?

Biden did an amazing job of putting Trump on the defensive about his repeated claims of having a better plan.

Legislation of this nature is supposed to come from CONGRESS, in cooperation with the President.

IMO that was the problem with Obama's campaign promises. Despite his term as a Senator, he clearly didn't learn enough about the kinds of roadblocks his own Party might throw up.

In this case, "single-payer" which he initially pushed, then denied as unworkable. That turned into the nightmare of private insurance via State "exchanges" using competing companies. However, just as with any such "competitive" rules elsewhere, Big Insurance simply agreed to "not compete" and divided up the nation into control areas, with only minor competition from small insurers. Think in terms of Cable TV. There are two or three Major cable services, and a load of minor local companies. But the Major ones simply agree to non-compete, leaving ONE big (and typically selected) option. This allows them to control expenses while maintaining and even increasing profits.

So don't look to Trump, (or any President for that matter) especially when the Congress is partially or fully controlled by an opposition Party. The Democrats refused to cooperate with Trump on ANYTHING once they won the House. Republicans often do the same when this situation is reversed.

So Trump has been lying for years about having a plan. There's a ringing endorsement.
