Pierce was certainly in the bottom 5, and the signing of the Kansas-Nebraska Act... repealing the Missouri Compromise which pretty much made the Civil War, imminent was a pretty bad decision, but it was on Buchanan's watch that the US "dissolved" and he did nothing to try to stop it.Pierce for doing absolutely nothing to help save the union.

From what I understand, the Civil War was pretty inevitable. The South just would not give up their economy and culture based around slavery, and slavery was not an issue that the President had much control over. Remember - Lincoln penned and signed the Emancipation Proclamation, yes, but that only pertained to the slave states that seceded, which he did via executive order as Commander-in-Chief of the military. However, Lincoln did not free the slaves in the Union - that still required legislation from Congress. That came about in the form of the 13th Amendment, which was written by Congress and sent to the state legislatures for approval, which they granted.Vote other.
