Doctor Winkenwerder Junior is the Assistant Secretary of Defense for Health Affairs.

He’s the one that essentially took responsibility for the death of Army Spc. Rachel Lacy who died after being injected with vaccinations by the United States Army.
By March, 2004, over 18,000 medical evacuations had taken place from Iraq.
Junior Winkenwerder hasn’t made any response about the charges dating from then that soldiers with serious medical conditions get poor and erratic health care upon return sometimes waiting for months for doctors, surgeries or treatments.
The suicide rates among military personnel appear to continue to climb as well. Junior Winkenwerder hasn’t said anything about that either though he promised to provide a world class health care system to the Department of Defense.

Maybe he was talking about a Third World Class sytem.

Junior Winkenwerder apparently provides no detailed information about non-combat deaths in Iraq but some of them are caused by Leishmaniasis which is carried by sand fleas. Two forms are cutaneous leishmaniasis, which causes skin sores, and visceral leishmaniasis, which affects some of the internal organs of the body like the spleen, liver or bone marrow.
At one point Junior Winkenwerder, in testimony regarding his activities, noted that he and his staff had not been communicating clearly about 7 billion dollars in contracts.
He apparently believes in risk based contracting – which to you might seem like an open ended contract made especially to please his friends, but Junior Winkenwerder assures that this is not so.

Do you believe him?

Why would I believe him? He just seems to me to be another underqualified Bush appointed crony.
