Because the non-fluidity of reality is the cornerstone of a bi-static intra-mind relationship. It's natural tendency towards change is what makes it so stable. That stability has at it's core an element of non-euclidean polar diametrics that opposes anti-negativity, resulting in a complete paradigm shift to the positive.

It's not so much a matter of measure of percentage concerning the usage or utilization of ones brain that factors intelligence but rather the efficiency in which one utilizes the resources available.
Yes, lack of resources will limit potential but efficient usage easily and effectively scales over capacitance differential metrics in regards to functional output.
