Why is cannabis not legal throughout the united states?
Racism.
When it was first made illegal, it was done by a propaganda campaign that lead white people to believe it made black people and mexicans violent and lustful for white women.
Then as those retards died off, it started to be seen as a good thing til Nixon. He had a war to push, all his anti war protesters were hippies and black panther types. So, double down on the war on drugs. Use Weed as an excuse to lock up his major detractors.

But once again reason started to win out, and States began examining it's medical applications and lessening restrictions.
Enter Ronald Reagan, who was backed by special interest groups that wanted to privatize much of the government. Prisons being one of them. But with the war on drugs dying down, less people were being arrested and sentenced. So time to beef up the racist dog whistles. Talk of welfare queens, gateway drugs, constantly putting any violence by minorities front and center of every narrative. Tasking law enforcement to crack down on black communities to combat this dangerous drug. Civil Asset Forfeiture was expanded, the police given billions of dollars just to fight marijuana. Not coke, not heroin, not PCP. Weed.
Which is used at the same rate by just about every group of people, white, black, asian. But it was only black communities targeted by law enforcement. Which caused resentment and isolation, which lead to more targeting by law enforcement. Til you get what we see today, cops able to execute unarmed black men in the street on the suspicion of having a weapon. A weapon protected by the constitution. So why is just the suspicion enough to warrant an execution? Because the snowflake was afraid? Why was he afraid? Because Law enforcement is being forced to fight a racist war and is losing, badly. Not only could they not curb the usage, it flourished and expanded nearly unchecked.
And now almost every LE agency in the country depends on the drug war for the majority of their budget. They need to keep putting people in prison to justify how much we spend on them, and how many of them there are. Legalize Weed and you'll have to lay off half the cops in the country. Because without weed being illegal, there just aren't enough criminals and crime to justify that expenditure.
They have a 20 % solve rate on murders nationwide, because they are focused on the quick easy arrests of weed possession.
