None of the above. OPEC is responsible for the high gas prices..after all that organization does regulate the flow of oil and the price per barrel. I might add that America is not a member of OPEC so blaming Bush or an American company would be ridiculous. It's members include Algeria, Indonesia, Iran, Iraq, Kuwait, Libya, Nigeria, Qatar, Saudi Arabia, the United Arab Emirates, and Venezuela. If you owned the vast majority of the world's oil wouldn't you jack up prices to achieve the largest profit possible?
