I know how conservatives in California replaced it.
They deregulated the entire homeschooling issue, literally removed government oversight entirely.

And as a result, we wound up with some very interesting "home schools" with some very interesting student bodies, like the thirteen Turpin kids who were "home schooled" by David and Louise Turpin.

I made no reference as to primacy or share, only to the fact that the conservative magnum opus here in La La Land is the utter and nearly absolute deregulation of the homeschool bidnizz.

That IS "how we replaced public schools"...California's conservatives overwhelmingly supported total deregulation of home schooling in this state, which set up the conditions which ultimately led to spectacular and outrageous travesties as the Turpin case.

At the time they were finally caught, the Turpins were still operating (or attempting to operate) their very own "home school" and it was actually registered with the State of California, which is almost the only remaining regulation.

But this is still not any sort of reference to the market share of home schooling, just an indictment of the overall Right wing approach to education altogether. And in today's climate many on the Right would like to do away with public education entirely.

And as is the case with that brand of extremism, you DO in fact GET results LIKE the Turpin case.
The Turpins are the ultimate end product of zero regulatory ultra libertarian approaches to education.

One could even say that Mr. and Mrs. Turpin were "enjoying all their freedumbz".
