Right now trump does. He’s said he doesn’t need congress for the wall so this shutdown is right now is unnecessary and solely on him.

IIRC he and the Senate/ House leaders (D&R) had an agreement on what he would sign. They passed it. He then had a tantrum after some negative media dogs attacking him for it for weakness.

Crazy FFN times down there. Problem is Trump creates negative repercussions outside of the US

No one else campaigned that they would build a wall (for an election they never thought they would win and need to build) that someone else would pay for (knowing full well there wasn't a chance in hell they would). The Republicans had two years of total control they could have used to fund Trump's wall using reconciliation which only requires a simple majority, so how is this the Democrats fault?
