Was China with the most gold medals, the U.S. in between, or Russia with the most medals overall the best of the three?

(Overall, we can easily say Europe beat all three.)
 
I voted ROC because they shouldn't have even been there. I have seen no real punishment for their state sponsored doping, and it looks as if it is still ongoing.
