Fire a warning shot, tackle him, wait for back up, talk nicely, hugs, rainbow unicorn fart him into submission.. pick your movie induced fantasy on how to deal with suspects instead of the real world.

Protest angrily because "POLICE BRUTAL!!!"
 
One of the things, that doesn't seem to be factored in, is just the sheer disparity in police contact. That's going to skew the data. In low-violent crime suburban or rural America there are simply way less police and way less patrolling. In the cities there are way more police and they are patrolling 24/7/365. This will inevitably result in there being more contact between police and citizens.

So, say that police use violent/excessive force 1% of the time in their interactions with citizens. If you're in rural American that could be 100 instances of interaction. That would result in an excessive force instance for 1 person. Now, for the same time period, you have the police interact with citizens 1,000 times. That would result in there being 10 cases of excessive force being used, even though the rate is exactly the same.

Now you have a statistic that shows those who live in cities are 10x more likely to have excessive force used on them when it may or may not actually be the case. Fact is, areas with high violent crime rates will be subjected to more violence.

The underlying question is why do various areas have high violent crime rates.

I know police are known to fabricate evidence, or at least change it to suit their needs, but it can't be at the rate that the OP thinks.

Somebody in the line from cop to judge would be speaking out if that were the case.

1. One thing that has been heavily and repeatedly documented is that Blacks get pulled over at a higher percentage, get charged at a higher percentage, get convicted at a higher percentage, and get stiffer penalties at a higher percentage when it comes to drug charges. That's a documented fact.

2. There have been corruption to police fabricating evidence, to prosecutors mishandling evidence, to judges treating people differently. There is no outrage. Look at the NYPD. Look at Louisiana. And as always, these are when WE FIND OUT ABOUT IT. Even if you don't believe the OP information, I suspect that the problem is actually worse than what the data from other sources suggests.

The cops are only doing what city hall is telling them to do. The street cop doesn't set policy, they can only react to what happens in front of them. Hence....the iindividual getting choked out for selling loosies in NYC. That was a order form the Mayor himself regarding loosies. The Mayor created the prfect storm with those cops in that situation with his BS crackdown, and a defiant idiot on the street. The Baltimore Mayor(s) were the same way, and the cops got the heat from the public as being overbearing.

More people should wake up and realize that the police are not your mommy and daddy, they are not your babysitter, they are not your kindegarten teacher.

They serve a purpose, to protect and serve. 99.9% of them do just that. If you were never disciplined as a child, and think that the police are your personal therapist who is getting paid to deal with your life issues, please think again.

With over 34,000 cops on the payroll you are bound to have some corruption here and there. But overall it's still one of the best. De Blasio has killed moral, but the better precinct commanders know how to deal with this.
 
now if police stopped frisked and searched whites the same exact way they do blacks this graph would be a lot different
 
what is interesting is if you do not follow commands by the police you deserve to die....the police don't have to see a gun so if you reach for your phone or i.d. you deserve to die. if you have a police that is scared of you for whatever reason (muscular ,dirty, homeless, big black or white guy you deserve to die and all of the above is justified to be able to kill an American citizen
