Which historic dictator was most influential on conservative family values?

Would be a toss up between Caligula, Pericles, and Hitler for me

Caligula and Hitler certainly valued the family quite fondly but Pericles mustered all his creative manoeveuring to force a pederast theocracy on the good freedom loving peoples of Athens
