What should replace representative government if voters only raid the treasury?

If you get a society that only votes to raid more and more from the treasury until the nation is bled dry, what form of government should there be? Once socialism reaches a certain level, it and it's leaders work to grind away any effort to restore prosperity with crime and inflation. “The way to crush the bourgeoisie is to grind them down between the millstones of taxation and inflation” becomes the approach. Driving productive people out of the country is another way to short circuit bringing back prosperity. Having a population that is busy all day roaming for food is an effective means to maintain a socialist dictatorship. Threatening to cut off what little food a community has is a powerful incentive to "vote" for the continued rule of the socialists. If representative government doesn't produce a functioning nation, what form of government should be established to bring back a functioning nation?

Pinochet was our (USA) guy in Chile. Death squads have followed USA interventions in El Salvacor, Guatamala, Honduras, Nicaragua, Colombia, Uruguay, Paraguay, Panama, Iraq, etc. Pots and kettles come to mind. Pinochet was a CIA hero, no question about it.

Nothing should replace it. It's the least bad solution to the problem of governance. No other solution would work better. We'll just have to deal with the endless cycle of build up and failure, build up and failure.
