What It Means to Get Tough on Putin

Speaking abroad for the first time as president, Joe Biden on Wednesday told U.S. troops at a British airbase that he planned to “meet with Mr. Putin, to let him know what I want him to know.” The service members exploded into applause for what they hailed as a tough message to a menacing adversary. Was Biden’s message really all that “tough?” After all, what he was calling for is practically the definition of diplomacy and dialogue, which Biden has advocated since April. In the same speech, Biden repeated his goal of a more “stable and predictable relationship” with Russia, which some commentators believe is an overly soft approach. When it comes to the difficult, high-stakes U.S.-Russia relationship, toughness doesn’t mean refusing to talk to the other side, even when they’ve engaged in bad behavior. American presidents over the years have shown that successfully managing this relationship demands three different kinds of toughness: talking tough, toughing it out, and hanging tough. But tough talk also means clearly defining red lines against unacceptable behavior and what happens if those lines are crossed—and ensuring the other side believes you will to do what you say.

In Geneva, Biden must not only tell Putin to stop Russian hacking, but draw clear lines between competition in cyber space and criminal ransomware attacks, like those on JBS and the Colonial Pipeline, which Biden has said responsible states must not tolerate. The next step is to make sure Putin knows Biden will deliver if his red line is crossed. Once he addresses the immediate priorities of nuclear arms control and cyber crime, Biden should be ready for the grueling negotiations needed on the Kremlin’s aggression in Ukraine, support for Lukashenko’s regime in Belarus and attempts to strangle Russian civil society, including Navalny’s anti-corruption movement. Finally, Biden needs to hang tough on Russia for the long term. Biden impressed his audience in the United Kingdom with his tough talk and his willingness to take on Putin. But the full measure of Biden’s toughness will be whether he can bring clarity, credibility and persistence to the enormous challenge of managing U.S.-Russia relations.

This is true. Our saving grace is that dough has more substance to it than Hot Air which was the only thing his predecessor brought to the table. So, we have reason to hope that he minimally will do better and America will fare better this time around.

Let's analyze three theses.
1) Cyber attacks on:
a) The electoral process in the United States. So there was no evidence of the involvement of Russian special services in this ...
b) On the American pipeline. There was no evidence that special services of Russia were involved in the attacks... but as I understand it, Biden does not strongly insist on this version (however, he does not completely remove it). The main version is that some criminals from Russia are guilty... actually, was there any appeal by the United States through INTERPOL to initiate a criminal case? Do we have any procedural rules for the search and extradition of criminals?
These are legal and diplomatic issues that need to be discussed in mutually beneficial and mutually beneficial legal nuances. And not to pretend to be tough guys and demand something from a sovereign country. That's not how it works. Russia should know that if the situation is mirrored, the United States will also search for cyber criminals at home.
2) Questions about Ukraine and Belarus, these are Russia's national interests, Putin can discuss, but he will never make global concessions... once again, this is Russia's national interests.
3) Questions about Navalny and his foundation... I am sure Putin will refuse to discuss this in general. This is Russia's internal policy and any attempt to put pressure on Putin is equal to interference in internal affairs.
Just like Biden won't discuss 1/6 with Putin.

The GRU is honing its cyber skills with cyber-attacks on Ukraine's electric grid.

b) On the American pipeline. There was no evidence that special services of Russia were involved in the attacks...

The only evidence Biden will require is evidence presented by the US intelligence community.

If Russian actors take another Colonial down, a Russian pipeline will also go down.

2) Questions about Ukraine and Belarus, these are Russia's national interests, Putin can discuss, but he will never make global concessions... once again, this is Russia's national interests.

Putin has military forces in Crimea and Donbas which is precisely why he participated in the Minsk negotiations.

3) Questions about Navalny and his foundation... I am sure Putin will refuse to discuss this in general. This is Russia's internal policy and any attempt to put pressure on Putin is equal to interference in internal affairs.

Internal affairs certainly doesn't mean that Biden cannot broach the topic of the Putin regime's horrific record regarding repression of activists and attacks on the independent Russian press.

He would be remiss to not place these topics on the table.

The Obama/Biden administration was anything but tough on Russia and I'll be shocked if Biden does anything more than his usual claims to do something tough and appropriate and then do nothing. Biden is already caving to the Russians and everyone else in the world as he "restores America's partnerships" with Russia, China and Iran.

Joe's resolve will soil his pants and pave the way for Hunter to get more cash that he can share with "The Big Guy".

Contrary to Trump doctrine, dialogue and diplomacy are not equivalent to "caving".
