What is with kids (12 and younger) having Facebook accounts?

Facebook has a rule requiring you to be 13, but little kids often lie about their age. Seriously, even my little brother has had one since he was like 6 years old. And his friend from school was talking about how he has one too. My neighbor's kid has one and he's like 9. There's no reason a 9 year old needs a Facebook account, plus they could get stalked by a pedophile. They don't even have social lives yet, they are not mature enough for the internet, let alone Facebook, what do you think?
