What do you think about this decision by the owner of a testing site for Covid

I am not sure if I agree with the owner's decision. Even stupids deserve to be served when it comes to life saving tests. I can understand though the owners feelings about someone who has done such damage to his community.
 
Morally it would be better to give her the test. If nothing else she is more likely to test positive compared to the average person and she could infect others. However, I'm pretty sympathetic to their choice.

The moral issue is offset by the fact there is another, less convenient test available.

Well the owner could just say it violated her religion to provide the test.
