It seems to me that you are misunderstanding how schools are trying to teach. This is based on what I quoted in #24.
 
most of our ed debates are about the typical school kid. this one is about the students who have special needs because of the intellectual or developmental disability

based on the above excerpt, what do you believe may have caused that 40% graduation rate and but 15% finding work when achieving the age of emancipation?

Yep, the teachers unions and bloated public school administration staffs are doing just fine now (post Trump), but could do much better if given more resources. ;)

Absolutely - it warms their little hearts, thus stopping bullying, drug abuse and school shootings.
 
if you read the link, the author laid the blame for the weak outcomes at the feet of the classroom teachers and the schools who failed in the efforts to 'mainstream' those afflicted kids

should we reasonably expect our classroom teachers to be able to teach all of the kids the material despite that a portion are recognizably unable to master it, in addition to being developmentally slow compared to their unafflicted classmates

should we expect average outcomes for school children who do not have average abilities and aptitudes?
Mainstream doesn't mean gen ed classes, it means providing each student with the highest and best use of educational opportunities. There are challenged students in every high school that will not graduate because they do not have the ability to meet graduation standards.

Why no jobs? Ask the employers.
 
It is an age old question and there are many factors involved: specific disability, severity of disability, primary and additional disabling condition(s), etiology, age of onset, parental involvement (hats off to moms as they are usually more involved than dads), educational and societal expectations, peer support and expectations, psychological and social development and support and more.

Consider then placement in the most appropriate education environment. Each school administration is different. And as ttwtt mentioned money often flows perhaps in the wrong direction.

Special Needs isn’t sexy as education goes. National merit scholars are. Do Special Needs children enjoy equal attention compared to gifted students? Do Special Needs teachers enjoy the same attention and respect as regular ed teachers? Probably not. Are mainstream teachers who have Special Needs students in their regular ed classes dual certified in subject matter and special education of specific disabilities?

My response to the OP is it depends. I could argue yes, no, or part time and easily change my position based on schools, experience, educational, certification and dedication of faculty, support professionals and the quality of accessible extracurricular opportunities.
