Welfare Cards used in Boston for more than food.

I dont know why the story makes it seem like you can do this anytime you want. Granted I'm not too familiar with the Mass. state program, but I am very familiar with the California program and they operate similarly.

Your case worker DOES want to see receipts from time to time and if they find out you've been spending it on something you aren't supposed to, you lose your benefits pretty fast.

The state programs are more widely used and less strict on enforcement.

This particular program allows cash withdrawals, not just food at a grocery store.
