I think he missed the moment. He should have spoken right after the "lady" (actually, the cow) had put the money in her purse. And ask the poor guy "did you loose 20 buck?" and let him ask his money back.
But I know, it's hard to do the right things at the right moment.

He did a nice thing, but he could have handled it better. Rather than saying "That was disrespectful and you need to leave" he should have said "You just stole from that guy and I'm going to call the cops unless you give the money back".

Unfortunately, I'm never surprised at the lack of character over money. It was $20. Sheesh. Sold out her character for $20.
