On the second call Milley acted under the authority of the Acting SecDef Christopher Miller whose military career was in Special Ops Forces and who had been AsstSecDef for US Special Operations.

As I've posted and which Putin-MAGAs always ignore, dismiss and misrepresent, only two officers of the government can issue orders or directives to the armed forces: the Potus/Commander in Chief and the Secretary of Defense who is chief of the Department. Either one or both. Only and exclusively.
