Sorry, but you only make yourself look foolish citing an 11-year-old leaked doctrine document to "prove" unconventional war is being conducted now. It's not only a lie, it's a silly lie.
Jack Hays:
My case is proven. Your case is unsubstantiated opinion. I am not lying as the evidence proves. You are lying about my lying and perhaps other matters. You seem to be beyond reason and blind to evidence. I can only conclude that you are not here to debate but to deny. So deny to your heart's content and you have my pity. If you are insecure enough to need it, you may have the last word too.
Pity.

I think Jack's point is...
Citing a law, doctrine or procedure is not the same as demonstrating it is being used.
I could cite the law for murder then state X person was murdered and Evilroddy did it.
What the US Government is doing in Venezuela is Unconventional Warfare as per the Army Unconventional Warfare Manual.
Fledermaus:
Read the large quotation from post # 47 and compare what it describes in sections 2-44 to 2-48 of the document with what the US Government is reported to be actually doing to Venezuela. You will find a very high correlation between the doctrine described and the actual policies of the US Government being implemented in Venezuela.
This is inductive reasoning, based on the scientific method. Looking at data, analysing it to find patterns and correlations and then drawing conclusions from the analysis to establish a theory. Once a theory is established then it must be falsified to repudiate it, I have provided evidence from branches of the US Government on the definitions of and doctrine of Unconventional Warfare (UW). That UW doctrine highly correlates with actual US Government policy with respect to Venezuela and now beginning to be used against Cuba and Nicaragua. The correlation in the case of Venezuela is clear for any objective observer to see. The US Government's use of the WB, the IMF, the SWIFT Banking System, its financial and trade sanctions against Veneziela, against persons/institutions within and outside of Venezuela and against third-party states and non-state actors are all described in the manual and are explicitly identified as tools of UW repeatedly throughout the manual. What is happening in the real world matches closely with the doctrine of UW as described by the US Army. Therefore UW is happening and the US Government and its state and non-state allies are doing it.
May I further suggest that you take a few minutes to read the entire section of the manual between pp.17 - 28 to see the grander correlation between all dimensions of UW and reported US policy with respect to Venezuela. The strong correlations extend beyond the financial warfare dimension.
The problem I face is the character limit on DP. I could not even quote the whole section on financial instruments of US power and UW in the manual and had to drop section 2-46 from my citation. That's why I have provided two separate links to the document for readers to read it and come to their own conclusions. One is to Wikileaks and one link is to a non-Wikileaks source so that US Government employees can still check it out.
Jack Hays has offered no counter case. He has simply dismissed and rejected evidence, citations and authorities out of hand; at one point IIRC saying he didn't even have to read them to know they were wrong. He has behaved churlishly by accusing me of lying and by refusing to engage in constructive debate on a debating website. This is SOP for JH in my experience and I don't appreciate it one bit. I still engage him however because I want others to see the full case so that they can make up their own minds or do their own follow-on research.
Finally, I regret that this tangent has derailed the theme of Rogue Valley's OP. He didn't deserve to have this crap clutter up his thread like this and in this dimension I am just as guilty as JH of doing this to him. Apologies RV.
Cheers.

Admiral Kurt W Tidd, Commander of SouthCom wrote this in February of 2018 concerning US policy in Venezuela. What it describes is a multi dimensional unconventional war which the US intends to wage in Venezuela.
Plan to overthrow the Venezuelan Dictatorship – “Masterstroke”, by Kurt W. Tidd

It correlates strongly with the strategies outlined in the 2008 Unconventional Warfare Manual produced by the US Army which has already been cited above. The document written by Admiral Kidd confirms that the US Government is waging Unconventional warfare in Venezuela.

An obvious forgery. A new dimension in lying.

The Voltaire Network (French: Réseau Voltaire) is a Lebanon-based alternative media outlet with connections in South America and the Middle East. The organisation was founded in 1994 as a left-wing think tank in support of free speech and secularism in France.
Jack Hays:
You made the assertion that this a forgery so prove it with factual evidence. I suspected it might be too so I searched the web for some indication of that and found nothing but a Twitter conversation of five tweets where one tweeter was wondering about that but could not come to a conclusion. You'd think that if this was a forgery and it's been out in the public domain for almost a year now, someone would have repudiated it including the alleged author himself. But there is nothing there. So the ball is in your court to back up you claim with evidence or your claim will be ignored as obfuscation.
No cheers for you.

The poor English is the giveaway. No one has bothered to repudiate it because no one takes it seriously.
All options’
One such speculation is that the administration will try to create a “humanitarian corridor” that would let U.S. troops enter a small area of Venezuela, possibly along the border with Columbia.
“The publicly stated purpose of that would be to rescue people and facilitate the delivery of humanitarian supplies. The real purpose of that, however, would be to intimidate and provoke [a coup]," Armstrong said.
Another option could be a surgical strike on the presidential palace.
“But still, to achieve that you would have to provoke Maduro into doing something that you could say threatened U.S. interests,” Armstrong said. “The problem with U.S. military intervention in all of this is that none of this matters at all to U.S. national security."
Among the other options would be covert tools or special operations missions that have been used before, and in particular by the current special envoy to Venezuela, Elliot Abrams.
The London Observer reported in 2002 that Abrams “gave a nod to” a failed Venezuelan coup attempt against Hugo Chávez that same year.
In August 2018, two drones allegedly carrying explosives detonated prematurely near a stage in Caracas where Maduro was giving a speech. Maduro’s regime alleged that it was the result of foreign meddling, while others have suggested it was a false flag operation.
“That sort of stuff, with the imagination of people like Elliot Abrams, who have engaged in and launched covert action, who misrepresented those covert actions to the U.S. Congress … in my humble opinion … would seem to be the more likely thing,” Armstrong said.
Military coercion would have occurred about nine months ago. Before Russian troops were being ferried into the country.
Rogue Valley:
Unconventional Warfare does not necessarily focus on strategic or operational combat. I know you know this but for the benefit of other readers I'll explain in detail. It is a wide-spectrum type of warfare involving diplomatic, informational (propagandistic), dis-informational, legal, economic, financial and conventional warfare designed to undermine adversaries from without and within. To this end the US Military enlists the services of Intelligence branches of the US Government, the Department of State, the Treasury Department, the Commerce Department, the Justice Department, many other branches of the US Government, organisations and NGOs, humanitarian organisations, corporations, trusts and international trade organisations, international finance and commercial institutions, foreign states, proxy militaries and paramilitaries of foreign states or non-state actors, mercenaries (PSMCs), private intelligence firms and organisations, public relations firms and media systems, police and training personnel, etc. All of this is coordinated by a hybrid civilian and military leadership in order to effect change in a targeted country or region which is hostile to that change occurring. It is mostly executed covertly and often with plausible deniability.
If combat is needed it is usually small scale, tactical engagements with lots of stand-off support or is covert infiltration or long-range reconnaissance so as to shape the combat space for insurrection or wider conventional warfare, do assassinations or sabotage; should the Unconventional warfare need to morph into something bigger and more direct.
This is what the USA is presently doing in Venezuela, Columbia, T&T and perhaps Brazil with an eye to forcing regime change in Venezuela. By regime change I don't mean just removing Maduro and his inner circle. This regime change by the US Government and its allies is aimed at disabling and removing Chavismo-style socialism from the whole population's political spectrum and replacing it with a right-wing, neo-liberal regime which will allow foreign exploitation of Venezuelans and their resources at far less advantageous terms then they were under Chavez. The de-Chavismo campaign will likely involve violence, murder, disappearances and heavy-handed state oppression under very undemocratic state control as it did in Argentina, Brazil, Chile, Columbia, Guatemala and Nicaragua, etc. in the past. It may very well trigger protracted guerrilla civil war with a brutal COIN campaign to end Chavismo in blood.
That's the Eliott Abrams play-book from Guatemala, El Salvadore, Nicaragua and Iraq, which Bolton, Pompeo, Pence and Trump are going to unleash on Venezuela once the Maduro Regime is removed from power and the purges and political realignment start.
Cheers.

To date, you've supported this thesis with nothing beyond supposition and conspiracy sources.
Not exactly what I would characterize as compelling theater.
Rogue Valley:
All but one of my posted citations have been valid and the one I screwed up on I owned upto and retracted it. I have offered the US Army Manual on Unconventional War and now I offer a document from USAID which paints the same picture from a non-military perspective.
https://pdf.usaid.gov/pdf_docs/PA00T6VQ.pdf
This strategy is detailed in a Februrary, 2018 75-page regime-change manual prepared and written by the U.S. Global Development Lab, a branch of the U.S. Agency for International Development (USAID). The manual describes the creation of rapid expeditionary development teams (RED Teams) to partner with the CIA, the military and U.S. Special Forces to conduct “a mix of offensive, defensive, and stability operations [in] in extremis conditions.”
This document talks about creating and deploying RED Teams with members of the USAID, it's sister organisation NED, the military, intelligence agency personnel, Commerce Department personnel, etc. for among other things offensive operations. This is the mirror image of what the US Army UW Manual described from the military's POV. This is the Unconventional Warfare of which I have been speaking now documented by two branches of the US Government. Hardly conspiracy theory stuff.
This is not theatre, this is cold, hard, lethal reality which proves that what the US is doing in Venezuela correlates with two US Government documents describing UW. Thus I contend the UW is being waged by many branches of the US Government to effect Regime Change in a soverign state which is not at war with America and has not attacked or even provoked the USA. That has been illegal since 1948.
Cheers.
Evilroddy.
Just another lie. No speculative paper from a "development lab" can be "proof" of any specific action. Your post is both hilarious and sad.
Jack Hays:
Just six minutes to read, consider and dismiss a 75-page document up on the USAID site according to the time stamps. My Jack Hays, you are a very quick reader. Your opinion is of no consequence to me as it is once again unsubstantiated by any factual basis, evidence or authority. It's just digital hot-air as far as I am concerned and I will be ignoring most of it from now on. If you have nothing useful to contribute but scorn and character assassination, then from a debating stand point, you are useless.
Have a great day Jack Hays and farewell.

An interesting article here comparing US Government regime-change strategies between modern-day Venezuela and Chile in the early 1970's or African examples.
The 12-Step Method of Regime Change
Step One: Colonialism’s Traps.
Step Two: The Defeat of the New International Economic Order.
Step Three: The Death of Southern Agriculture.
Step Four: Culture of Plunder.
Step Five: Debt as a Way of Life.
Step Six: Public Finances Go to Hell.
Step Seven: Deep Cuts in Social Spending.
Step Eight: Social Distress Leads to Migration.
Step Nine: Who Controls the Narrative?.
Step Ten: Who’s the Real President?.
Step Eleven: Make the Economy Scream.
Step Twelve: Go to War.
Cheers.
