I don't think there's anything to preclude them from assisting if it's been requested, but that assistance would be pretty limited. If memory serves, the last time this happened, some of the Texas Democrats tried to sneak back into the state to handle business, so the "may have to" might be something like alerting state officials that a plane with someone they're looking for has landed in Texas.That doesn't really seem to warrant FBI involvement.
