What exactly is wrong with whats going on? Per your own link:

Agency spokeswoman Cathy Garber said officials decided to push back the lease sale by a couple of weeks to accommodate a public protest period that was delayed because of the shutdown. The agency quietly confirmed on its website that it would accept comments starting Feb. 11 and that the sale was scheduled for March 28.

The agency is doing what is normal. And per this part of your article:

Depending on the outcome of the protests, it’s possible for the agency to put off or withdraw nine parcels of land that are within 10 miles (16 kilometers) of Chaco, a world heritage site with massive stone structures, kivas and other features that archaeologists believe offered a religious or ritualistic experience.

They may with draw depending on how the protests go. IE: They're quite willing to hear the voices of Native American's and may decide to take those 9 parcels off the market. They even rescheduled the time allotted for the protest so that it can happen at a time that is more appropriate and scheduled the sale (if it continues) to happen way after the protest in order to give plenty of time to discuss the matter.

Looks to me like your blame here is faulty.

BTW: I'd ignore the "quietly" part of that. The agency never sends out mass bulletins and blares it across national TV for such things. They've always posted such things on their website afaik. That was nothing more than the authors attempt to portray it as if it was all being done behind peoples backs. Which is obviously not true.
