U.S. Northern Command is executing plans to prepare for a potential pandemic of the novel coronavirus, now called COVID19, according to Navy and Marine Corps service-wide messages issued this week. An executive order issued by the Joint Staff and approved by Defense Secretary Mark Esper directed Northern Command and [global] geographic combatant commanders to initiate pandemic plans, which include ordering commanders to prepare for widespread outbreaks and confining service members with a history of travel to China.
The Navy and Marine Corps messages reference an [DoD] executive order directing U.S. Northern Command to implement the Department of Defense Global Campaign Plan for Pandemic Influenza and Infectious Diseases 3551-13. The document serves as the Pentagon’s blueprint for planning and preparing for widespread dispersion of influenza and previously unknown diseases. U.S. Northern Command said it was directed by the Joint Staff Feb. 1 to commence “prudent planning” in their assigned role synchronizing the department’s plans for pandemic flu and disease. “As military professionals, planning for a range of contingencies is something we owe the American people,” stated Navy Lieutenant Commander Mike Hatfield in a statement. “We coordinate with other combatant commands to assess potential impacts in the event of a pandemic and we ensure the U.S. military is poised to respond as required.” “The military profession fosters a culture of planning, and the fact that we are coordinating planning efforts across the geographical combatant commands is consistent with how we prepare to respond, if directed,” he further added.
The Army issued a service-wide message Jan. 31 on the coronavirus advising its members on the illness’s symptoms and instructing them on reducing their risk of catching the infection. The Air Force does not publicly disclose its service-wide messages. Since the outbreak began in late December, individual commands, especially those in Asia, have enforced confinement of service members with a travel history to China. Earlier this month, U.S. Forces Korea began confining troops who had traveled to China for 14 days. U.S. Indo-Pacific Command restricted all Defense Department travel to mainland China and recalled all [military] travelers to the country home.

Its principal commands are the 5th Army and the 1st Air Force to include the Joint Force National Capital Region Command GHQ at Ft. McNair in Washington DC.
Commander of USNORTHCOM is the 4-star General Terrence J. O’Shaughnessy, USAF and according to its website its mission is: "USNORTHCOM partners to conduct Homeland Defense and Civil Support operations within the assigned area of responsibility to defend, protect, and secure the United States and its interests." The 5000 troops at the southern border since fall 2018 are elements of the NORTHCOM 5th Army that is distributed throughout the continental United States CONUS.

Apparently there aren't many cases of Convid-19 among the armed forces although the MT article does reference USFK "confining troops who had traveled to China for 14 days."
While some governors and other officials have been calling for Trump to deploy the active duty armed forces to assist and support civilian efforts there haven't been any such deployments nor have any plans been announced or suggested to take any such action. Pentagon said the past week the National Guard in 22 states is supporting civilian efforts to combat the virus, mainly in a law enforcement capacity, the NG being exempt of the Posse Comitatus Laws.
There are some reports -- in Rightwing media mostly -- Trump may or will declare what they call Medical Martial Law to deal with the increasing cases of the virus, prevention, treatment, control of information about it and so on.
Hospital ships, we have 2 big ones, and the big mobile hospitals might come in handy.
It doesn't necessarily have to be a sinister take over by the deep state, tinfoil hat kind of thing.
In an exclusive interview with Forces News, Lt Gen Bashall warned there are wider consequences of military personnel catching the virus.
"The advantage for the military is most people are young, with an average age in the low 20s, so the likelihood is they are probably fit and healthy and will survive," he said. "But if they are to take on tasks to support the police or the ambulance service or whoever, we shouldn't assume they are going to be immune from catching it.
"That has wider consequences, for example, the Army has troops now preparing to go to Mali, Afghanistan, Cyprus... there's exercises taking place around the world at the moment all of which give the military contingency capability. "I'm sure [the Ministry of Defence] will be thinking 'how do you quarantine a barracks?', 'what if a battalion is laid low with this?'. "The military could potentially catch this as much as anybody else and that will have a consequence on contingency capability."
Downing Street said deploying military personnel would only be in a worst-case scenario and that patrols on UK streets are unlikely. Lt Gen Bashall also suggested the military could be called in if the NHS starts to "have issues that they can't manage".

"The Department of Defense will make available up to 5 million N95 respirator masks and other personal protective equipment from our own strategic reserves to Health and Human Services for distribution," Secretary of Defense Mark Esper said.
"The first 1 million masks will be made available immediately," he added.
Additional support measures include providing up to 2,000 deployable ventilators to HHS and making 14 certified coronavirus testing labs available to test non-DoD personnel. "We hope this will provide excess capacity to the civilian population," Defense Secretary Mark Esper said.
He added that the Pentagon is also looking at the activation of National Guard and Reserve units to assist states as needed. The National Guard is already assisting in 22 states. Esper also said that the Army Corps of Engineers could be made available to assist states in need but suggested there might be more effective options.
