LEO, who are there to enforce the law, such as trespassing, larceny, grand theft, vandalism etc, are in no way responsible for or the cause of people CHOOSING to trespass, destroy property, steal etc.While many of the rioters, it has been shown, were not part of the protests, it seems quite possible that the police response to the protests contributed to the rioting.
