The worst is I get someone in a tin-foil hat telling me about hanging, drawing and quartering in a simple discussion about preventing largely men thinking it's OK to "upskirt" women. I suppose almost as bad is a moronic discussion where the tin-foil hat wearer refuses to understand the benefits to all for educating people that they shouldn't do this where the victim has no knowledge or agreement of being upskirted.

And why should anyone assume you don't want to hang, draw and quarter them? Or let them go entirely free for that matter?
You don't care about sentencing lenght as long as you get the education and cultural change you want, remember?

Or maybe you should just stop spewing vacuous crap that makes no sense except as a cheap virtue signalling ploy and then getting pissy when you get called on it.

You were asked why we should bother to take away fair trials by increments (as you suggested prioritizing cultural change over justice) when we could just go straight to crimes against humanity.
Because that is what tends to happen when societies start ignoring basic humanitarian principles in order to achieve their utopian visions of an ideal society. And they do end up "educating" by indoctrinating and putting people in reeducation camps, some of which you would be lucky to only be drawn and quartered in. And they all started with those first little baby steps you are advocating for some noble FoTM reason. "Do it for the children/workers/upskirted ladies".

My assumptions in this thread, correct or incorrect, are based on that first post you wrote: "What is more important than length of sentence is wholesale cultural change and education."
No. It is not. Those are useful tools, but they are not replacements for legal principle and bad things happen when it is attempted, as has frequently been the case.

Think it's a bit disproportional to try and place that considerable burden on your shoulders because of one little sentence? Consider it an example of my prioritizing education and the promotion of cultural change over being fair.

A good law but perhaps too draconian a set of punishments. Heavy fines, public service, mandatory counselling and shorter stints in lock-up might be better for most cases. Also there is a danger of the law being misapplied in some cases like unintentional paparazzi shots of celebrities getting into or out of vehicles. I hope the law distinguishes between someone who takes an offensive picture (later realizing it is offensive and not publicising it) and someone who diseminates that picture to a wider audience by any means. Also what happens when teenager X snaps an up-skirt shot but then teenager Y discovers the photo and publicises it without teenager X's knowledge or consent. Who is guilty then? Shared criminal liability? And don't get me started about up-skirting in Scotland; the mental images are horrifying.

At last, some intelligent questions! Would rather have been discussing with you since page 2.

On the whole I agree the suggestions you make - I'd need to think on the heavy fines though but I am in agreement on "public service, mandatory counselling (nee education) and shorter stints in lock-up might be better for most cases" however I think I can answer / question some of your later comments.

1) Paparazzi up skirting - that's usually deliberate. A professional photographer always know the type of shot they are after. The angle and position they take to get the photo can often put them in position for this shot which is why they go for it.
2 & 3) It's not just the publicising or dissemination of the photograph but the actual intentional act of doing this. The only real difference between someone deliberately taking an upstart pic and another person laying on the floor face upwards to peek up a woman's skirt is that one has a recorded image that can be disseminated to others.
4) Scottish up skirting.... agree! Some of the men in kilts are quite pleased to share their privacy when they have enough alcoholic lubrication in them.
