Unlikely. Most oligarchs buy expensive property over here but spend little time in London, preferring to spend their cash in sunnier climes.

It's a German-registered aircraft. I don't know if that makes a difference. Anyway he's gone; one less Russian in England.

Yes it is, but owned and operated by a Russian so it should have been grounded according to what you linked.
