U.S. considering controlling exports to Russia if there is an invasion of Ukraine

Germany won't even send defensive weapons to the Ukraine for fear of upsetting Russia who supplies 35% of their natgas.
That's not why... they don't want to send military forces into countries they committed atrocities in during WWII. Instead, they will send mobile field hospitals via proxy.
We're not shutting that off in the winter.
Sanctions are not going to bring oil exports to zero, but will disrupt enough of their economy to ensure recession / depression comes to pass. In 2014, their economy went into recession and the ruble plunged 50%. If they invade Ukraine proper, i expect it will much more severe.

Nobody is cheering Putin on, except for German military officials. They are merely pointing out that no one is going to shut off oil and gas exports (as you have admitted) and that if that isn't done, their economy will continue to limp along and Putin will be able to do whatever he wants without serious repercussions.

As has been pointed out, sanctions didn't stop Russia in 2014, and the sanctions suggested, even not selling them IPhones!!! (the horror), will not deter Russia now. Especially with NATO and E.U. countries so dependent upon Russia for their energy needs that some are unwilling to even send defensive arms, and coupled with Biden's statement saying that minor incursions won't be harshly sanctioned, the lack of a unified front against Russia is pretty clear.
