Observation the first. The political party which represents the southern US states has changed from time to time. It is because of a change in the beliefs of the parties, not of the people who live in those states.
Observation the second. Much effort by the political parties has gone into engineering safe congressional districts for their representatives. This has, in essence, eliminated the discipline of the ballot box as expressed by the voters and replaced it by the discipline of the primary ballot box, controlled by the parties. Much mischief has obtained.
