Every Tuesday the Treasury auctions $20 to $30 billion 3 month and 6 month T bills at a small discount rate to pay back previous 3 month T bills auctioned 3 months earlier, and does the same thing the next Tuesday, and the next and the next with no end, which means it's a zero sum game that can't be stopped.

Not only that but the treasury loses a small percentage of the transaction every Tuesday which really makes it a less than zero sum game.
