I think this was just something cooked up by Trumps lawyers to try to act like his people couldn't say things, when in reality they could and did.

Trump is acting like a caged animal at this point, the closer the Mueller Report is to finishing the worse Trump will get.

Right now his threats, of declassifying information based solely on hurting those that support the investigation, should be considered blackmail/extortion and he should be charged accordingly.
