I'm not sure about the actual law, but he can flip it around and threaten GOP governors as Trump has over and over threatened democrat governors. You wan't your federal money, than institute a statewide mask order. Seems pretty simple to me.

When FDR asked Americans to collect cans for the war effort, he didn’t need a law. He went on the radio with his regular fireside chats and asked Americans, and they did it.
Harry Truman said “the power of the president is convincing people to do what they should have enough sense to do in the first place.”

Donald Trump has no credibility because he lies to us endlessly. Joe Biden has such trust and if he got on TV and asked people to wear masks to save their neighbors, they’d mostly do it.

Trump does not control Fauci's paycheck. He is already being paid by the NIH.
