WASHINGTON—The clash between the White House and Democrats over funding for a wall along the southern U.S. border will be broadcast in prime time Tuesday evening, when President Trump delivers an address arguing for such a barrier and Democratic leaders issue a joint response from the Capitol.

The televised addresses come as the partial government shutdown stemming from the dispute over border-wall funding is days from becoming the longest in U.S. history.

Trump is trying hard to manufacture an emergency that doesn't exist in reality in order to satisfy his base & fulfill a major campaign promise. I'm glad the Dems will be on the air right after to debunk his lies & distortions.

We just need an independent to debunk the Democrats lies and dishonesty in their rebuttal and we may actually get some truths when it's all done

Since there is no 'emergency' on the southern border affecting national security, I can only see Trump's wall as pandering to his base & fulfilling a preposterous campaign promise. That $5B would be better spent fixing the crumbling bridges on our 50+ year old interstate highway system. Trump promised to do infrastructure but has done little or nothing in that regard.

Any declaration of a 'national emergency' where none exists will still be in the courts when Trump leaves office.

The President is at liberty to decide what constitutes a national security emergency under the law. In doing so, he can even order contracts and advance payments for the fullfillment of those contracts with the support of a cabinet secretary. If he wants to spend more than $25 million he only hast to notify the Armed Services Committees in writing 60 days in advance. So Trump could technically do this without Congressional authorization and within the law if he wants to.

No he can't...Legal challenges would be put forth immediately.....He is not an Emperor...much to your disappointment

The law says different so good luck with that legal challenge if he decides to do it. The relevant statute reads as follows:

“The President may authorize any department or agency of the Government which exercises functions in connection with the national defense, acting in accordance with regulations prescribed by the President for the protection of the Government, to enter into contracts or into amendments or modifications of contracts heretofore or hereafter made and to make advance payments thereon, without regard to other provisions of law relating to the making, performance, amendment, or modification of contracts, whenever he deems that such action would facilitate the national defense. The authority conferred by this section shall not be utilized to obligate the United States in an amount in excess of $50,000 without approval by an official at or above the level of an Assistant Secretary or his Deputy, or an assistant head or his deputy, of such department or agency, or by a Contract Adjustment Board established therein. The authority conferred by this section may not be utilized to obligate the United States in any amount in excess of $25,000,000 unless the Committees on Armed Services of the Senate and the House of Representatives have been notified in writing of such proposed obligation and 60 days of continuous session of Congress have expired following the date on which such notice was transmitted to such Committees.”
