FEMA was enacted by Congress to supplement states that suffer natural disasters that over burdon the states ability to respond effectively.
Donalds "idea" that he wants the states to be able to handle all disasters all on their own, only illuminates donalds lack of understanding on FEMA's mission.
I find donalds ignorance of reality, once again, very telling.
Its telling us Donalds incompetent.
