"Be careful and try staying in your house," Trump advised. "Large parts of the Country are suffering from tremendous amounts of snow and near record setting cold. Amazing how big this system is. Wouldn’t be bad to have a little of that good old fashioned Global Warming right now!"

he's a willfully ignorant dullard. it's a bit of a shame, because i don't get the impression that he's naturally stupid. however, he is a sociopathic narcissist with means, and reading books probably seemed more boring to him than getting whatever he wanted when he wanted it. when he is voted out of our misery, that will be a fine day.

Yep. I do the same thing, sort of. When it's cold outside, I'll say "Thank God for global warming, or else it would be colder yet."

How can what he said not be a joke?
 
It's a joke someone utters every time there's a cold snap.
People do not get the joke.
On the other side of the coin the media is not shy about saying the opposite,

So if the weather produces some really hot days, it is global warming, but cold weather does not carry the same weight.
So far the GISS has not published their Dec 2018 temps, to complete the J-D average for 2018,

But it looks like globally we lost .07 C from 2017 and .17 C from 2016.
This may not sound like much until we consider that only roughly .6 C of the observed warming is from Human activity,
So a decline of .17 C is like 28% of the entire amount of warming related to Human activity over the last century, lost in only 2 years.

Nor the difference between the current moment & not so gradual change over time, especially with regard to the occurrence of more energetic weather more frequently, including sustained droughts. Weather is a global phenomenon & it's all linked together.

Trump is not a reader. So it is not surprising that he has no appreciation for current science opinion. He believes whatever the last person to leave the OO had said.
