The US Attorneys in one of the districts I worked in had two clinton appointees. One guy got the job because his father was a major backer of John Glenn and that man died before Glenn could pay him off-so his son became the USA and later (a highly respected) federal judge. When I congratulated him on Clinton appointing him judge-the first thing he said was -I only got the job because of my father (maybe that was true for the US Attorney position-but he was the best I ever saw). Then his successor was a black female whose supporters claim she got the job DESPITE that. In reality. well connected black federal appellate judge Nate Jones twisted a few arms and this woman, who wasn't much of an attorney, was given the job ahead of far higher regarded DOJ or state AG trial attorneys. That district went from having a great leader to a mediocre one

Trump is trying to do his deferral of payroll taxes by EO. The deferred taxes will be due on January 1. It's stupid stimulus as it amounts to a temporary loan from the IRS for a few months, repayable in full as soon as the deferral ends on December 31. So, yeah, there's a lot of difference in the two.

The "deferred" tax can covered by the general fund, which is what Obama did. The biggest difference between the two proposals is the reaction to them by Democrats.

No. The bill itself was not only written to be temporary, but any shortfall to pay for social security was guaranteed to come from the treasury. There was no question of whether social security being paid during that time.

It was paid out of the general fund. Same as Trump wants to do.

The "deferred" tax can covered by the general fund, which is what Obama did. The biggest difference between the two proposals is the reaction to them by Democrats.

It can be but it's not. The deferral ends December 31st, so will be repayable on January 1st.

And what "Obama" did was get an act through CONGRESS. Which is a pretty big difference versus doing that through an EO, in a very stupid way, because Trump and the GOP Senate are worthless and can't get anything done.

The "Obama" payroll tax cut was also 2%, not 7.65%, which is also a big difference.
