When the person it's about says it's a lie, yes...it's made up. When it's sourced to unnamed people, it's a rumor.

That's what Woodward put in his book, spouted on TV. That's what the bulk of the reporting from the media is. The rest is spinning nonsense...that is the worst. It's making stuff up based on mischaracterization.
