That's not what I said, so I don't understand why you would ask that. I was talking about the supposed problem the Post Office had in the past with mail in ballots, when there was no indication of a surge in demand. Did you already forget what you posted, or are you deliberately dodging the point?

Plus this article is actually attacking Trump. If you google this topic, you can see SEVERAL left-leaning sources saying something similar to this article, such as NPR. So the US apparently does fund the USPS.

Universal mail-in voting would have to be implemented on a state-by-by state basis. If any states want it so bad, why can't they pay for it themselves? The USPS takes checks and even credit cards.
Against my better judgement (which says that people who make claims should provide evidence for them that's not hidden behind paywalls at biased websites), I took your advice and found Trump's exact words: "If we don’t make a deal, that means they don’t get the money. That means they can’t have universal mail-in voting; they just can’t have it.”
He said "universal mail-in voting. You understand there's a massive difference between "universal mail-in voting" and just plain old "mail-in voting," right? Right or wrong, Trump has long been vocally opposed to universal mail-in voting, so it should surprise no one that he wouldn't support a huge pile of money to make it possible now.
So the OP, and the LA-times headline were misleading, at best.
