I'm sure it was a precaution. The initial reports of this kind of thing are always chaotic Reports of a 'shooting near the White House' would justify following the procedure for protection of the president, until law enforcement on the scene can verify the location and status of the shooter. The Secret Service likely also does a check of the perimeter to ensure it isn't a distraction.
As a side note, I really dislike that some insinuate that the President is 'frightened' or 'a coward' when moved due to a potential threat. The secret service has protocols, and the safest action is to follow those. We don't want the president to second guess these, or take how it might look into consideration. (And yes, I had exactly the same opinion with Obama).
We should be used to the usual antisocial behavior by now. Some will say anything it takes to marginalize this commander in chief.
