I wouldn't really call the FEMA fiasco a "scandal," but it's certainly one of the most likely to hurt the GOP.

I think the Jack Abramoff scandal is quite possibly the biggest thing to happen since Watergate. Dozens of Republican politicians had their hands in Abramoff's pockets, and with the indictments that have been handed down it seems VERY likely that someone will talk who knows EVERYONE involved.
 
You left out McNulty's AIPAC investigation and the investigation into who gave Chalabi the classified info that he passed on to the Iranians about how we had broken the Iranian's code.

Yeah, there were a bunch more to choose from. I also had Ken Thomlinson on the short list.
