The answer to this is really quite simple.

While Mr. Blair is resident in the UK the costs for his protection should be paid for by the UK taxpayer.
Whenever Mr. Blair is outside the UK his protection should be paid and provided for by himself or by those he works for.

I'm not totally sure what Belgian Catholic child sex abuse has to do with this, but Blair's protection costs do seem to be very high. If he's going on all these trips NOT on behalf of Britain then why should the British tax payer be picking up the bill?
