I live here. You are wrong.All their trees within falling distance of the lines. I suspect most of the trees contacting the lines aren't in peoples yards but instead on uninhabited land.
Wind storms bring down trees and shut down power to 10s of thousands every winter. Or more. However there's no fire danger because it's wet.
